Chisholm Institute EPC

Chisholm Institute of TAFE has Guaranteed Efficiency Performance in 65 buildings across 6 campuses

The Chisholm Institute is Victoria’s premier public vocational education and training provider, prominently placed across Melbourne’s south east manufacturing heartland and residential growth corridors. Under the Victorian Government’s Greener Government Buildings (GGB) program, Chisholm issued an Energy Performance Contract (EPC) in 2014 with the goal to reduce operating costs and reduce greenhouse gas emissions. Ecosave was chosen as the preferred tenderer following a competitive Expression of Interest (EOI) and Request for Tender (RFT) process. Ecosave subsequently conducted Detailed Facility Studies (DFSs) across Chisholm’s Institute’s multiple buildings and locations.
The outcome of the DFSs was a performance-based proposal to implement a $2.8 million package of Energy Conservation Measures (ECMs) and Water Conservation Measures (WCMs) at the following campuses: Bass Coast, BerwickCranbourneDandenongFrankston and Mornington Peninsula.

Ecosave was formally awarded the contract by Chisholm Institute in August 2014 and commenced implementation the following month.

The professional services provided included an audit and assessment of various engineering options. Ecosave were able to offer alternatives and pivot on their original proposals when the new technologies became more cost effective between the when the feasibiity study was complete and when the implementation phase had commenced…Ecosave managed the contract works at $2.8 million. They worked across 6 campuses in a diligent and effective manner. They were able to scale up when required, and maintained a tight control over the project timing and costs, and the conduct of their sub-contractors throughout its duration…

The Energy Performance Contract (EPC) at Chisholm included a 7-year Measurement & Verification monitoring period.

The Measurement & Verification Plan (MVP) for Chisholm Institute was developed in accordance with International Performance Measurement & Verification Protocol (IPMVP) standards and framework. The MVP was submitted with the Detailed Facility Study (DFS) prior to implementation. The final accepted version (83 pages) had been modified after consultation with Department of Treasury and Finance (DTF) to ensure that it met both Chisholm Institute’s and DTF’s reporting criteria.

M&V is presently ongoing as the monitoring period is a total of 7 years (since early 2015). However, M&V results to date have been very promising. So far, Ecosave has exceeded the M&V savings forecast that would ensure the overall guaranteed energy savings are met as per the energy performance contract. For example, the latest M&V results indicates that Ecosave have exceeded the guaranteed savings for Electricity consumption (MWh p.a.) by approximately 18%; similarly for Gas consumption (GJ p.a.) by 70%, Water consumption (64%) and maintenance savings (107%).

Chisholm Institute are saving approximately $340,000 every year on reduced energy costs and maintenance costs; more than 2,000 tonnes of CO2-e of reduced greenhouse gas emissions and over 1.6 mega litres (ML) in water savings every year!
